Snus

Sale of oral tobacco, including snus, is banned in Ukraine since the oral-tobacco prohibition entered into force on 11 July 2023.
Nicotine Pouches
LegalMinimum age: 18+
Tobacco-free nicotine pouches are not specifically regulated and fall under general consumer legislation; they remain legally available. Draft law No. 14110-d would ban sales to minors and restrict advertising, but is not yet in force.
Cigarettes
LegalMinimum age: 18+
Legal basis: Law of Ukraine on tobacco control (as amended 2021/2022/2023)
Cigarettes are legal for adults 18+. Flavoured cigarettes were banned from 11 July 2023, alongside expanded smoke-free rules and packaging/advertising restrictions.
Vape / E-cigarettes

Legal basis: Law amending tobacco-control legislation (16 Dec 2021), in force 11 July 2022/2023
Nicotine e-cigarettes are legal for adults 18+ but restricted: flavoured e-liquids are banned (from 11 July 2023), and advertising/promotion/sponsorship of e-cigarettes is prohibited. Use is banned in public indoor places.
Heated Tobacco (IQOS)

Legal basis: Law amending tobacco-control legislation (16 Dec 2021)
Heated tobacco products (IQOS, glo) are legal as tobacco products but restricted: their use is banned in public indoor places (from 11 July 2022) and advertising/promotion of HTP devices is prohibited (from 11 July 2023).
Personal Import
Sale prohibited; personal import status not clearly specified.
