Travelling to Thailand with snus or nicotine pouches? Both are banned in Thailand. Cigarettes are legal for adults aged 20+. Personal import of snus is prohibited. This page covers the legal status of snus, nicotine pouches, cigarettes, vaping, and heated tobacco in Thailand as of 2026-06, with official sources where available.
Snus
BannedMinimum age: 20+
Legal basis: Tobacco Products Control Act B.E. 2560 (2017), Art. 27(2)
Smokeless tobacco products including snus cannot be imported or sold in Thailand. Penalties include fines and imprisonment. Minimum age for all tobacco products is 20.
Nicotine Pouches
BannedLegal basis: Tobacco Products Control Act B.E. 2560 (2017); Consumer Protection / Health Ministry restrictions
Nicotine pouches are treated as prohibited novel nicotine products; some indices list them as banned and the Health Ministry moved in 2025 to restrict their online sale alongside snus, pushing retailers to shop-only operations. Effectively banned/heavily restricted with no clear legal retail channel.
Cigarettes
LegalMinimum age: 20+
Legal basis: Tobacco Products Control Act B.E. 2560 (2017)
Combustible cigarettes are legal and sold (largely via the state Tobacco Authority of Thailand), with plain packaging, graphic warnings and a minimum age of 20.
Vape / E-cigarettes
BannedLegal basis: Ministry of Commerce import ban (2014); Consumer Protection Board ban; Customs Act
E-cigarettes, vape pens, e-liquids and pods have been banned since 2014 — import, sale, possession and use are all illegal. A 2025 crackdown brought heavy enforcement (over 120,000 vapes seized; hundreds arrested). Penalties include large fines, up to 10 years imprisonment, or deportation for foreigners.
Heated Tobacco (IQOS)
BannedLegal basis: Ministry of Commerce import ban; Consumer Protection Board ban
Heated tobacco products (IQOS etc.) are banned. It is illegal to import HTPs for trade or personal use, as well as to sell, advertise or promote them. Same penalty regime as vapes.
Personal Import
Import prohibited; confiscation and penalties apply.
Treated as prohibited; import not authorised.
