Legal basis: Draft Real Decreto on nicotine pouches (0.99 mg nicotine cap proposed 2025)

Nicotine pouches are sold in Spain but the government has advanced a draft decree imposing a 0.99 mg nicotine-per-pouch cap plus a non-tobacco flavour ban, which would effectively remove most commercial products from the market. Currently legal but heavily restricted/in flux.
