Snus

Legal basis: Tobacco Products Control Act 83 of 1993 (as amended)
Snus is permitted in South Africa; there is no ban on smokeless oral tobacco. The pending Tobacco Products and Electronic Delivery Systems Control Bill (B33/2022) does not ban snus, and in March 2026 the Health Department agreed to exempt smokeless/non-combustible products (including chewing tobacco and snus) from the Bill's packaging/labelling requirements.
Nicotine Pouches

Nicotine pouches are not specifically regulated and are sold openly. The B33/2022 Bill would have brought pouches under tobacco-style controls, but in March 2026 the Health Department agreed to exempt nicotine pouches (along with e-cigarettes and other smokeless products) from the Bill's packaging/labelling requirements except for misleading claims. No nicotine cap or sales ban currently in force.
Cigarettes

Legal basis: Tobacco Products Control Act 83 of 1993 (as amended)
Cigarettes are legal for adults 18+. A licence is required for sale, health warnings are mandatory, advertising is banned and smoking is prohibited in many public places. The pending B33/2022 Bill would tighten these rules further (plain packaging, expanded public bans).
Vape / E-cigarettes

E-cigarettes are sold widely in practice but are formally treated as medicinal products requiring a prescription from a pharmacy; online purchase for personal use is not permitted. Vaping is restricted in public places. The B33/2022 Bill would formally regulate electronic delivery systems, but the March 2026 amendment exempts them from some packaging/labelling rules.
Heated Tobacco (IQOS)

Legal basis: Tobacco Products Control Act 83 of 1993 (general tobacco rules apply)
No HTP-specific law exists; heated tobacco products (e.g. IQOS) are treated under general tobacco rules — licensing, mandatory health warnings, 18+ age limit and public-use restrictions. The B33/2022 Bill would bring them under expanded controls.
Personal Import
Falls under general tobacco traveller allowance; no snus-specific limit published.
No specific import rule; personal quantities tolerated.
