Snus

Sale of snus (sucking tobacco) was banned in Russia in 2015. The 2020 nicotine-products amendments further unified and restricted oral nicotine products. Sale is prohibited.
Nicotine Pouches

Tobacco-free oral nicotine products including white nicotine pouches are banned from sale in Russia under the 2020 amendments unifying 'nicotine-containing products'. Retail sale prohibited.
Cigarettes

Cigarettes are legal and regulated under Russia's tobacco-control law, with age 18+, plain-ish packaging, advertising bans and smoke-free rules.

Legal basis: Federal Law No. 15-FZ as amended (2020, 2023 restrictions)
Nicotine e-cigarettes are legally permitted but heavily restricted: max 20 mg/ml nicotine, mandatory warnings, bans on online and vending-machine sales, flavour restrictions, and a complete advertising ban. Several regions and federal proposals seek a full ban on flavoured/disposable vapes.
Heated Tobacco (IQOS)

Legal basis: Federal Law No. 15-FZ as amended
Heated tobacco products (e.g. IQOS) are permitted in Russia and regulated as tobacco products; advertising of HTP is allowed. Age 18+.
Personal Import
Sale prohibited; import for trade prohibited.
