Legal basis: Act amending the Act on Protection of Health against Consequences of Use of Tobacco (2025 amendment)

Nicotine pouches are legal in Poland under a 2025 national framework: defined in law, max nicotine content 20 mg/g, banned additives (vitamins, caffeine, CMR substances), flavour restrictions, age 18+, and excise duty from 1 April 2025.
