Travelling to Norway with snus or nicotine pouches? Snus is legal and nicotine pouches are banned. Cigarettes are legal for adults aged 18+. Personal import is allowed up to Travellers' tobacco quota. Snus

Legal basis: Tobakksskadeloven (Tobacco Control Act, Lov 1973-03-09 nr. 14)
Norway is in the EEA but not the EU, so the EU snus ban does not apply. Snus is fully legal to sell, buy and use. Standardised packaging required since 2017. Cross-border online orders from abroad are prohibited since 2022.
Nicotine Pouches
BannedLegal basis: Tobakksskadeloven; Norwegian Directorate of Health regulations (reaffirmed 2025)
Tobacco-free nicotine pouches are not approved for sale in Norway and cannot be imported, even for personal use. In 2025 the Directorate of Health reaffirmed the ban and rejected pending applications. Tobacco-based white snus is permitted as it is classed as snus.
Cigarettes

Cigarettes are legal and heavily regulated, with standardised packaging and high taxation. Age 18+.
Vape / E-cigarettes

Legal basis: Tobakksskadeloven; e-cigarette regulations (approval scheme from 1 July 2026)
Nicotine e-cigarettes have historically been banned from sale and import. From 1 July 2026 sale is permitted only for products approved by the Directorate of Health through an application scheme; until then sale/import of nicotine e-cigarettes is prohibited. Cross-border online sales are banned.
Heated Tobacco (IQOS)

Heated tobacco products (e.g. IQOS) are not approved for sale in Norway and are effectively banned; import for private use is also restricted under rules barring products not approved for sale.
Personal Import
Travellers may bring personal quantities within the tobacco quota (e.g. 250 g snus/smokeless within the standard allowance). Ordering from foreign online shops is banned.
Import prohibited for private individuals; customs may seize and destroy goods.
