Sale and commercial import of oral tobacco (snus) are banned in the Netherlands under the EU TPD and the Tobacco and Smoking Products Act (chewing tobacco excepted). Personal import for own use is permitted.

Nicotine Pouches

Legal basis: Tabaks- en rookwarenwet (Tobacco and Smoking Products Act)

Tobacco-free nicotine pouches may no longer be sold in the Netherlands from 1 January 2025 (the ban also covers 6-methyl nicotine pouches). The Dutch government treats pouches like banned oral tobacco. Sale and commercial import are prohibited.

Cigarettes are legal under EU TPD rules with standardised/plain packaging. Age 18+. From 2024 sales are restricted to specialist tobacco shops (supermarket sales phased out).

Nicotine e-cigarettes are legal but restricted: the Netherlands banned flavoured e-liquids (only tobacco flavour permitted) from 1 January 2024. Max 20 mg/ml, 2 ml tanks, age 18+.
