Snus
LegalLegal basis: Loi 46-02 (as amended by Loi 66-20)
Snus is reported as permitted in Morocco (sale, purchase and use) per industry sources; there is no explicit prohibition on oral tobacco. A new mandatory IMANOR standard for oral tobacco and nicotine pouches takes effect from February 2026, regulating composition, labelling and safety of imports.
Nicotine Pouches

Nicotine pouches were previously unregulated. From February 2026 Morocco enforces its first binding national standard (IMANOR) for nicotine pouches, e-cigarettes and muassel, covering composition, labelling, traceability and safety; non-compliant products may not be imported or sold. Pouches are legal but now subject to this standard.
Cigarettes

Cigarettes are legal in Morocco. Tobacco control law governs sale to minors, advertising and public smoking. General tobacco rules apply.
Vape / E-cigarettes
LegalLegal basis: IMANOR mandatory national standard (effective Feb 2026)
E-cigarettes are sold in Morocco and were not previously subject to specific binding rules. From February 2026, e-cigarettes must comply with the new mandatory IMANOR standard (composition, labelling, traceability, safety) to be imported or sold legally.
Heated Tobacco (IQOS)
LegalLegal basis: Loi 66-20 (amending Loi 46-02)
Heated tobacco products are formally incorporated into Moroccan tobacco legislation via Law 66-20, which amended Law 46-02 to include HTPs. They are legal and regulated as tobacco products.
Personal Import
Standard tobacco traveller allowance applies.
Imports must meet the new IMANOR standard from Feb 2026.
