Luxembourg's 2025 tobacco law (Bill 8333) regulates nicotine pouches as tobacco-class products with a very low maximum nicotine content (~0.048 mg per pouch/gram), advertising restrictions, adult-only sales and banned additives. The extremely low nicotine cap is criticised as a de facto ban on mainstream pouches.
