Nicotine pouches sit in a contested grey area in Lithuania. The Supreme Administrative Court upheld treating pouches that imitate snus as prohibited under the tobacco control law, effectively restricting legal sale. Amendments to formally regulate tobacco-free pouches have been planned (2025) but status remains uncertain.
