Nicotine pouches are legal but heavily restricted in Latvia: a strict nicotine cap of 4 mg/g applies, sales age is 20 (from 1 Jan 2025), and excise tax (~EUR 138/kg) applies. The low nicotine cap effectively removes most mainstream pouch products from legal sale.
