Snus

Sale and commercial supply of snus are banned in Ireland under the EU TPD. Personal import/possession for own use is generally tolerated.
Nicotine Pouches

Legal basis: Public Health (Tobacco Products and Nicotine Inhaling Products) (Amendment) Bill 2026 (pending)
Tobacco-free nicotine pouches are legal for adults to buy, possess and use. The Amendment Bill 2026 (the first Irish law to name pouches) introduces a statutory under-18 sales ban, advertising and display restrictions, but does not ban adult use, cap nicotine, or restrict online sales.
Cigarettes

Cigarettes are legal under EU TPD rules with plain/standardised packaging and graphic warnings. Age 18+. Ireland plans to raise the sales age to 21 progressively.

Nicotine e-cigarettes are legal: max 20 mg/ml, 2 ml tanks, age 18+ (statutory since 2024). The Single Use Vapes Bill 2025 will prohibit retail sale of disposable/single-use vapes; refillable e-cigarettes remain legal.
Heated Tobacco (IQOS)

Legal basis: EU Directive 2014/40/EU (TPD)
Heated tobacco products are legal and available in Ireland, regulated as tobacco products under the TPD. Ireland implemented the EU ban on characterising flavours in heated tobacco.
Personal Import
Commercial sale banned; personal use tolerated.
