Snus

Legal basis: EU Directive 2014/40/EU (TPD) Art. 17
Sale and import of snus are banned in Hungary under the EU TPD. Snus may be seized at customs, but personal possession and use are generally not punishable.
Nicotine Pouches
LegalMinimum age: 18+
Since June 2024 Hungary classifies nicotine pouches as tobacco-related products, fully regulated rather than banned. They are legally sold through licensed tobacco shops; nicotine is capped (around 17 mg per pouch) with mandatory health warnings.
Cigarettes

Legal basis: EU Directive 2014/40/EU (TPD)
Cigarettes are legal and sold only through the state-controlled National Tobacco Shop monopoly under EU TPD rules. Age 18+.
Vape / E-cigarettes
LegalMinimum age: 18+
Legal basis: EU Directive 2014/40/EU (TPD) Art. 20
E-cigarettes are legal under EU TPD rules and sold via the National Tobacco Shop monopoly. Max 20 mg/ml nicotine, age 18+; flavour restrictions apply.
Heated Tobacco (IQOS)
LegalMinimum age: 18+
Legal basis: EU Directive 2014/40/EU (TPD)
Heated tobacco products are legal and marketed in Hungary, sold through the state tobacco shop monopoly and regulated as tobacco products.
Personal Import
May be seized at customs; possession/use generally not penalised.
