Snus

Commercial sale and import of snus are banned under the EU TPD as transposed by the German Tobacco Products Act. Personal import of small personal-use amounts is tolerated in practice but not explicitly authorised.
Nicotine Pouches

Tobacco-free nicotine pouches are not covered by the snus ban but sit in a legal grey area. German authorities (BVL) treat nicotine as an unauthorised novel food ingredient, so commercially placing pouches on the market is treated as unlawful under food law; products are nonetheless widely sold and tolerated for personal use. Some states block high-strength products. Age 18+ applies.
Cigarettes
