Nicotine Pouches

Legal basis: Tobacco Act (Tupakkalaki 549/2016, as amended 2025)

Nicotine pouches are legal to possess and use for adults 18+. Only mint/menthol flavours are permitted for legal retail sale, and distance (online) selling from abroad was banned from 1 August 2025. Travellers may bring in up to 1 kg per calendar day for personal use.
