Snus

Nicotine Pouches

Nicotine pouches have been legal in Estonia since 2019 and are regulated as tobacco-related products under the Tobacco Act. Sale to adults 18+; advertising banned and products hidden at point of sale. Subject to excise tax (EUR 0.22/g from 1 Jan 2025).
Cigarettes

Vape / E-cigarettes

Nicotine e-cigarettes are legal for adults 18+. Only tobacco, mint and menthol flavours are permitted; nicotine capped at 20 mg/ml and tank size at 2 ml. Online sales are not permitted.
Heated Tobacco (IQOS)

Heated tobacco products are legal to market in Estonia to adults 18+; a ban on flavoured heated tobacco products applies (transposing the EU flavour ban).
