Snus

Snus is a smokeless tobacco product legal to sell and use in Canada under the TVPA, subject to flavour restrictions and packaging/warning rules. Minimum age is 18 or 19 depending on province.
Nicotine Pouches

Legal basis: Food and Drugs Act; Natural Health Products / NRT framework; Health Canada measures (Aug 2024)
Nicotine pouches are regulated as a nicotine replacement therapy. Since 28 August 2024 the only authorized pouch (Zonnic) may be sold only from behind the pharmacy counter, with no flavours other than mint/menthol. Unauthorized brands (e.g. ZYN) were recalled in 2024.
Cigarettes

Cigarettes are legal and regulated under the TVPA with plain packaging and health warnings. Minimum age 18 or 19 by province.
Vape / E-cigarettes

Vaping products are legal for adults and regulated under the TVPA, with a 20 mg/mL nicotine concentration cap and restrictions on advertising and flavour promotion. Minimum age 18/19 by province.
Heated Tobacco (IQOS)

Heated tobacco products are regulated as tobacco products under the TVPA and are legal for adults, subject to packaging, warning and flavour rules. Minimum age 18/19 by province.

Personal-use amounts permitted; CBSA traveller tobacco allowance applies.
Non-authorized products are not legally available; personal import status unclear.
