Legal basis: Tabakgesetz reform (Dec 2025) — sales channel rules from 1 April 2026

Tobacco-free nicotine pouches are legal in Austria (not covered by the snus ban). A December 2025 tobacco-law reform integrates pouches into tobacco legislation: from 1 April 2026 they may be sold only via tobacconists/licensed retailers, with advertising and online-sales bans.
